Natural gas: Where energy and politics intersect

Sciences Po Environment had a guest speaker event on Jan. 29 concerning clean energy transitions, with energy analyst Carole Etienne taking the stage to talk to students about natural gas and energy policies. As an energy analyst at the International Energy Agency (IEA), her intervention gave insight into the challenges of natural gas as well as the role of the IEA.

Natural gas is a controversial subject and the IEA’s role in this debate is to provide tools to understand its challenges and also to overcome them. This is critical, as natural gas represents 24% of the world’s energy consumption with  uses in sectors ranging from electric generation to domestic uses.

However,natural gas was not always as global as it is now. The globalization of natural gas was facilitated by the invention of liquified natural gas, or LNG. This led to a shift from regional pipelines to internationally connected energy networks, and gas became an international energy supply. This increased the importance in having regulations and policy surrounding it.

Its highly diverse areas of use and its global role make gas key. Demand for gas follows two pathways: current policies (in state) or states policies (not yet implemented). The development of industrial power combined with rising electricity needs in emerging markets—mainly developing countries in the Asia Pacific region —drives ongoing demand growth for natural gas.

Recently, the focus of energy policy has been changing. As mentioned by Etienne, safety is becoming more and more central in policy discussions. This topic was previously overlooked in this area but is now one of the main subjects of energy policy. Indeed, following the Russo-Ukrainian War, access to reliable and safe energy has become a priority for many states. Especially Asia and Europe, as the main consumers of natural gas, have a “competition.” As Russia started cutting gas, this competition became more vivid.

Energy policies are changing. At the forefront is the EU Methane regulation, as the first EU framework targeting transparency on methane emissions. This also addresses the key theme in energy that is interconnectedness. It therefore represents not only a step towards limiting methane emissions but also addressing the issue at multiple levels. For the IEA, the current policy priorities are to set a clear roadmap for long-term visibility for investment in the market, developing integrated supply chains as well as  supporting innovation. 

Considering current consumption and reliance on gas, it is safe to say that gas is not going anywhere. So, what’s important here is how it is consumed, starting with methane emission. As methane is a heavy polluter, even a small leak can be detrimental:one tonne of methane has the same effect as 30 tonnes of CO2. Limiting methane leaks would render 100 billion cubic metres of natural gas available to the market,  leak prevention is both beneficial to the climate and in terms of consumption. Despite heightened competition for consumption, reducing methane emissions is beneficial to all parties as it increases gas supply. 

Limiting methane emissions is not necessarily difficult. In fact, around 70% of emissions can actually be avoided with current technology, and at a very low cost: detecting and fixing leaks or even building vapour recovery units are simple solutions that already exist. It is now just a matter of implementation. 

Transparency is one of the main ways of combatting climate change, especially because  of  huge differences in carbon footprints. For example, Turkmenistan is one of the highest polluting countries. It has a very high methane emission, which can be explained by a higher amount of gas leaks and equipment age. But as Etienne said, energy consumption has no borders. Global cooperation is thus another essential tool to reducing climate change, despite discrepancies in emissions.

While energy consumption faces issues due to a complex geopolitical context and energy policy gains more importance, we also have a role in this. Indeed, Etienne started her speech by mentioning that many IEA employees are Sciences Po alumni, showing that we could be the ones shaping this area in the future.What the IEA consulting governments as well as to research and publishing reports concerning energy and energy policies, which give insight into topics such as the evolution of demand and prices. Geopolitical conflicts and pressure to reduce emissions is currently shifting the focus of energy policy and, as Sciences Po students, we have the opportunity to determine its direction.

Q. What is your name and what is the position that you are running for?

Hi, my name is Myanh Bui-Ligouzat and I’m running to be the next AS Vice President.

Q. Why did you choose to run for this role? What makes you the best possible candidate for it?

So, I chose this role because I like guiding people and I like to keep everything organised. So,

I wanted to be in a role that would supervise the AS board, but after speaking with the AS board, I found out that the Vice President was in charge of searching for partnerships and that’s something that I’m really looking forward to do next year.

So, I thought that being Vice President and not the President would be more suitable for me in order to keep partnerships.

So, well, I think I kind of have the facts with my list. We have more than 100 coupons in total and I’m actually really happy because it’s one thing to have a lot of coupons, but it’s another

to already find long-term partnerships and that’s what we’ve done. We have established contact with the HAC, which is the soccer club of Le Havre, and after speaking with their director, we found out that they were looking for long-term partnerships with us. So, it would be a great thing. Also, with “The Roof”, which is a bouldering club. So, yeah, I’m really looking for long-term partnerships and that’s what we’ve already started to do.

Q. What will be your top three priorities for next year?

So, my top three priorities is to keep AS as much beginner-friendly as possible. I want people to be comfortable to try every club they want to do.

Also, create new clubs, such as a climbing club, bouldering club, and then to foster more interactions between 1A and 2A, French students and international students.

Well, that I’m very motivated, very dynamic, and I loved AS this year. So, I would do my best

to keep it as fun next year.

Louise Suyama-Plomion

Q. What is your name and what is the position that you are running for?

My name is Louise and I’m running for AS, as you can see.

Q. Why did you choose to run for this role? What makes you the best possible candidate for it?

I chose to run for AS because I love sports. I’m trying to find people that love sports more than me and I’m running for Head of Comms because I love everything that is linked to social media. I have multiple accounts where I post lots of stuff and I hope that with my skills, I could upgrade the level of AS. I think it is linked with the answer that I just gave, but I think my motivation, once again, as you can see, because we’re doing an activity outside with our swimsuits and I think that it is not something that everyone can do.

Q. What will be your top three priorities for next year?

What I noticed is that international students were not doing a lot of sports.

Maybe my one priority would be to make AS more inclusive, for example, create more clubs that would attract international students, such as the netball club, that a lot of Singaporean people love. I would also like to make AS the best asso in campus and and that everyone would scream AS everywhere, instead of Propa or BDE. And the third one would be, I think it is also linked to the thing of new clubs, but like revitalising new clubs, such as the sailing club.

Kouki Kanno

Hi, I’m Kouki and running for AS Head of Comms.

Q. Why did you choose to run for this role? What makes you the best possible candidate for it?

Sport has given me everything throughout my whole life and I’m now really excited to share those joys and excitements to the whole campus, in all the 1As and 2As. I’m a sports enthusiast and also like a football addict, as well as I’m the only international running for the AS, so I can bring a new perspective or like the perspective from the “addict” that can really enjoy all the events and activities through the AS.

Q. What will be your top three priorities for next year?

Okay, so first one would be integration between 1As and 2As and also French students and international students. The second point would be creating new crafts events, such as a tennis club or the netball.

And the third one would be, I’m creating more diverse contents, such as “match day insight” or “come with me”.

A. Hello! I am Alyssia and I am running for BDA.

Q. Why did you choose to run for this role? What makes you the best possible

candidate for it?

A. I chose to run for BDA because I am passionate about art. I have been doing art for my whole life, physically. And when I first came to Sciences Po, I wanted to feel integrated to, to find my place and I found that through the BDA clubs and the BDA performances. So I wanted to give this opportunity to people like I had. I think I am the best candidate because I have experience, I was running an association in high school and I was the President of it, so I have some experience in organising cultural events, managing a budget and everything. But also I consider myself as quite introverted so I believe that I could connect people who feel shy or don’t feel confident enough to perform or to join an art they want to join, to connect with these forms of art. I think I would be able to create an inclusive spirit within BDA.

Q. What will be your top three priorities for next year?

A. My top three priorities is to shine within Le Havre, so I want to promote events, fundraising events to help a bigger cause that goes beyond our campus and can help our environment in our city. Also, to shine within the campus and to create more collaborations with other associations like HD, AS, but also to have more visibility for some clubs within BDA like the Visual Arts Club. And finally, it’s also your turn to shine. I want to promote

people like I said who don’t feel confident enough to perform or to perform on stage or just to go to a club of dance, they want to try and they never dared to, I want everyone to feel comfortable enough to find a safe place in BDA.

Eika (Ruijia) XuQ. What is your name and what are you running for?

A. Hi everyone my name is Eika and I’m running for BDA’s either vice president or secretary

Q. Why did you choose to run for this role? What makes you the best possible

candidate for it?

A. To me VP is such a position that functions as one facilitating the internal structure of BDA. I’m a person who’s very good at listening and communicating so I’m very confident that I can make sure the internal board is working coherently. I have experience in almost every single position so I’m very confident I can assist the president and also the other positions very well.

Q. What will be your top three priorities for next year?

A. Number one I want every single one to enjoy the events, number two I want the events to be carried out clean and efficiently. Number three I want people who organise events or people who in the future will be interested to organise events enjoy their time here.

A. Hi everyone I’m Eléa and I’m running for BDA

A. I’m running for BDA because I believe that since I am a very passionate person, once I commit I can do very hard work; when I am involved I’m 100% into that thing. I would like to do public relation or secretary I think I might be the best possible candidate because I am comfortable with a wide range of different arts so I can relate to a lot of them and to their true needs.

A. I would like to provide stability, because I think this year’s board enabled a really great year regarding art. I also want to provide inclusivity because I think we should implement more beginner friendly associations, and collaboration because I would like more space regarding visual arts, for example with collaboration with FC and SPE and visual exhibitions.

A. I would like people to think about the campus that they want to have, especially if they

want to have a creative one. I do believe that creativity can be enabled by a good BDA board and I hope this means that I’ll be a part of it.

Elise Ossamy

Q. What is your name and what is the position that you are running for?

A. My name is Elise and I’m running for BDA.

Q. Why did you choose to run for this role? What makes you the best possible

candidate for it?

A. I would love to be a BDA President because during Diwali, I was able thanks to BDA to perform a guitar solo and that really touched me. And I think it is really important to give people the space to express themselves artistically, so I think it’s a great thing to do and I want to be engaged in it. I’m running for President because I think I am a really organised person, that could really help with my leadership while still enabling ideas, very creative ideas to thrive.

Q. What will be your top three priorities for next year?

A. For next year, I would like to create more communication about everyday activities of clubs, because there is a lot of communication during major events but not all along the year. I would also like to have more smaller, creative workshops on campus that would be free events that everyone could participate in. And for my last priority it would be to keep the BDA as great as it is now, and always like making great events for everyone.

A. What I really want people to remember is that I really want to implement those small workshops because I think it would be really great to have creative spirit on campus all the time, to bring joy especially during stressful times. For example during the midterms or the finals, it could be nice.

Erika Nannette

A. Hi I’m Erika, I’m a drummer and a dancer, and I’m running for BDA.

Q. Why did you choose to run for this role? What makes you the best possible

candidate for it?

A. First of all, I love the arts, so I love drawing, I love music, I love dancing, but I also really like organising projects. I’ve done that a lot in high school, so I think I’m really fit to be a BDA member for you.

Q. What will be your top three priorities for next year?

A. I have three project ideas for next year. First one being to put a Google Form on the WhatsApp group chat and on the BDA’s Instagram to allow your projects to come to life.

Second one being BDA merch: we’re the most artistic association on campus but we don’t have merch, doesn’t make sense to me. And the third one is to collaborate with more associations, but also have a talent show, an open art studio, or big projects like that.

A. First, why BDA? Because it’s the association thanks to which I felt immediately comfortable in this campus and which allowed me to participate in wonderful events. That’s why I want to give back what BDA gave to me. I’m serious, committed, organized and approachable. As for my experience, I already worked as a taekwondo teacher where I organized events and I learned how to manage a team. I think and hope I can bring all my experiences and abilities to make the best 2026-2027 board ever.

A. Hello! I am Manel and I am running for BDA, and the role I want to have is head of

comms.

A. I think that sometimes I can be a little messy since I have a lot of ideas that come to my mind when it comes to editing, but I feel like my goofy and funny side can bring something fun to the comms for BDA, I also feel like I can communicate with people whether it is inside of the board or with other students in the campus. I’ve always done a lot of editing of pictures and videos, also I feel like my main strength is capturing memories and editing it in my own way that makes it really unique.

Q. What will be your top three priorities for next year?

A. Making more events that involve BDA, whether its free events or arts out of campus maybe in collaboration with other assos. Also, I would like to promote the BDA asso a lot because I know that sometimes when you’re coming to Sciences Po as a 1A you’re kind of

lost and you don’t know where to belong but it’s good to know that there are places where you can be yourself and enjoy your time with other people. Maybe this one is not important

for some people but it is for me, I want to put LED lights in the A1 rooms so that we can have

good ambience when we’re dancing.

A. Hello, I’m Antoine and I’m running for HD.

Q. Why did you choose to run for this role? What makes you the best possible candidate for it?

A. So I chose to run for HD because I think what really interests me in HD is that the association both has a very intellectual part and also a more cultural one; and the mix of the two really allows us to broaden our understanding of the world. So what makes me the best possible candidate is that I have a bilateral view for HD that is both integrating students into, like international students into french politics and french environnements and also the creation of a, let’s say, fine-dining club that connects all of the students from all around the world through culture discovery.

Q. What will be your top three priorities for next year?

A. My top three priorities will be to make sure that international students understand French politics, develop this culinary club that is focused on the whole world, and finally create conferences on journalism : I think it is very important for many students that want to work in this field.

Celine Sarraf

A. I’m Celine and I’m running for HD.Q. Why did you choose to run for this role? What makes you the best possible candidate for it?

A. So I’m running for HD because I see HD as an association that really bridges and improves learning: from just inside the amphi and the classroom to beyond, and really can expand what we know. I think what makes me a great candidate for HD is that I am interested and focused on both intellectual and academic seriousness as well as the social and more fun and casual aspects of HD; and I feel like I can really balance those two.

Q. What will be your top three priorities for next year?

A. My top three priorities as a member of HD will be to make the association’s events inclusive and accessible to everyone by having really different kinds and levels of events. Also, to expand all of HD’s clubs : both those related to intellectual activities and research and those related to culture. Finally, to really focus on the social events, such as networking events, bar nights and so on.

Le Xuan Yeo

Q.What is your name and what association are you running for?

A. Hi, I’m Le Xuan and I’m running for HD.

Q. Why did you choose to run for this role? What makes you the best possible candidate for it?

A. I’m running for HD because I feel that it’s one of the boards where I enjoy the activities and clubs the most. Activities-wise, when it comes to clubs, I feel like they’re very open to participation so long as you have an interest in what you’re pursuing and I feel like you can learn a lot of skills from them. And as for events, from the speakers, I feel like you can learn a lot of perspectives and I always feel very energized to hear about their wealth of experiences. I feel that I’m suitable for HD because I’m interested, first of all, in what HD is doing and also I feel that I have the motivation and drive to make HD achieve greater heights.

Q. What will be your top three priorities for next year?

A. First one would be when it comes to clubs. I feel like there’s a bit of ambiguity, for example the fact that there are some inactive clubs. Also, about budgeting, how do we make sure that all clubs are active and able to contribute to student life, because there are also cases where some clubs don’t have enough funding or they just don’t seem to find their right opportunities to stand out. Second one would be when it comes to amplifying student voices. First of all, providing polls for students to vote on what they want to see on campus and who exactly, because I feel like there’s a differentiator between some events and other events where, as it tends to be the case, diplomats have higher turnout rates. And also having human libraries to enable students to actually share their passions and ideas because I feel like all of us are very unique. The last one would be to diversify opportunities available at HD. So first of all on the more career side of things: having career workshops such as CVs and interviews which I think will be very helpful for the civic internship as well as career paths. And lastly, I think one thing which I really want to do is to have this capping of the semester kind of big event on a weekend so that everyone can come together and learn about some global issues.

Mathilde Monteil

Q.What is your name and what association are you running for?

A. Hi, I’m Mathilde and I’m running for HD.

Q. Why did you choose to run for this role? What makes you the best possible candidate for it?

A. I’m running for HD because I really like the association. I like the fact that it’s a big association with a lot of little clubs. In fact I am part of some of them, for example l’Hémicycle, and I’m also looking forward to joining some others next year. I would say that I make quite a good candidate because I am organized, dedicated, and I also like to make things happen, to create more clubs, even though we already have a lot of them. And also I would like to promote collaboration within clubs but also with other associations on campus.

Q. What will be your top three priorities for next year?

A. First, I would like to create a history research club that would first start in LDD and then become independent. Second, I would like to explain to everyone the stakes of the 2027election, since it’s a big political event. And third, I would like to encourage more collaboration between HD and other associations.

A. Just don’t hesitate to approach me and to talk to me because otherwise I don’t think you will vote for me and so don’t forget to vote for me!

Minyoung Song

Q. What is your name and what is the position that you are running for?

A. Hi, I’m Minyoung and I will be running for HD.

Q. Why did you choose to run for this role? What makes you the best possible candidate for it?

A. I find HD’s initiative of inviting guest speakers and professionals very distinctive and special and I would really want to contribute in the process of that. And also this is a personal take but I would really like to stretch my opportunities of networking with external groups and individuals. I think I’m a good listener and I think that’s something very important, not just for the students to listen to their opinions and their initiatives and concerns, but even within the HD board where we always have to collaborate and I’m always ready to be the one stepping out and to listen to the overall opinion.

Q. What will be your top three priorities for next year?

A. The first one is to provide resources to students such as by introducing guest speakers or new associations outside of school. The second one would be to provide the students with the skills to develop skill sets such as by allowing them to initiate events and stuff. And for the third one would be to disseminate knowledge. I think this is the eventual goal for the HD where we want to have the students be able to develop critical thinking and eventually spread that knowledge to the rest.

A. I think I could come out as someone who’s very shy or timid but I’m really looking forward to and passionate to collaborate and interact with people and even outside to provide a better space for people here.

Mithil Goyal

Q.What is your name and what association are you running for?

A. My name is Mithil Goyal and I’m running for HD.

Q. Why did you choose to run for this role? What makes you the best possible candidate for it?

A. I am running for HD because I believe that HD is the kind of platform that delivers two promises : one is the upgradement of cultural diversity and the second is the intellectual rigor. And I believe that I can be part of that journey which helps support various student initiatives and also improve them. I think people should vote for me because I’m genuinely interested in organizing events as well as making up initiatives that actually benefit the students in the campus.

Q. What will be your top three priorities for next year?

A. My top three priorities for next year would be to introduce a program, named TEDx event, in which we’ll have a collaboration with TED Talks and we’ll have a local TEDx event organized in our campus. The second priority would be a nexus research initiative. Over here, we are aiming to bring students from diverse universities and backgrounds in order for a collaborative research. And the third would be green speakers series. I believe that HD could partner up with SPE in order to invite various environmentalists as well as climate leaders who can deliver talks on climate change and delivering climate justice.

A. One thing about me would be that I’m not running for any title in this association. I am running for two things : one is efficiency and the other is inclusion. And I genuinely believe that I can make that work out in HD.

Uras Gonenc

Q.What is your name and what association are you running for?

A. Hi, my name is Uras and I’m running for HD.

Q. Why did you choose to run for HD? What makes you the best possible candidate for it?

A. I’m running for HD because I think it has a lot of potential which is underutilized right now. I think I’m the best person to do it – and a lot of people will be saying the same – because I have both the experience and the vision necessary. I think I’m the best candidate to bring all the different visions people running for HD have and to create something fruitful out of it.

Q. What will be your top three priorities for next year?

A. First up, it would be improving academics on campus; we have to add more opportunities for people to build up their CVs. Second up, it would be improving the fun side of HD: more events from the Cheese Club, more stuff where people can enjoy our association. Thirdly, more visibility for our diversity: we have a lot of diversity on campus and stuff like National Days, more of these cultural events would go a long way to making that

A. More is the single word which I think categorizes my campaign. I’m hoping to do more of the things we are already doing and more of the things where we are lacking some of this potential.

A. I am running for this role because I love the intellectually curious environment of HD and I want to use HD as a platform to bring us opportunities that all of us want. My promise to you is exactly my slogan: that I will bring HD UP, U for understanding, P for professionalism. Professionalism first in the sense that I have profound experience organising large scale events, making me suitable to ensure that HD events will be of good quality, and professionalism more importantly in the sense that I will own up my mistakes and continuously develop so I can keep your trust.

Q. What will be your top three priorities for next year?

A. My three priorities are one: to maintain HD‘s current efficiency by learning from our current board members. Two: to actually listen to you and bring events that you want, this will be done through google forms and individual interviews. Three: ensuring that HD is notjust about pre-professional development but also about mutual discussion and cultural understanding.

Adonya Everaerdt

Q. What is your name and what is the position that you are running for?

A. Hi, I’m Adonya and I’m campaigning to take part in the next SPE board.

Q. Why did you choose to run for this role? What makes you the best possible candidate for it?

A. I chose SPE because I’ve been engaged in ecological matters for years and it’s important for me to continue on this way even in my academic life. And, what makes me the best candidate ? I won’t say that I might be the best candidate but I know I have something to bring to SPE next year and the next is up to you.

Q. What will be your top three priorities for next year?

A. There are three things I would like to promote on campus. First, a circular economy between the students, directly on campus. Second, reusable period protections, especially for women since it’s something that we need a lot. Lastly, I would like to give students real tools to allow them an ecoresponsible transition and a sustainable lifestyle even outside of campus.

Q. If readers could take away just one thing from this interview, what do you want it to be?

A. As someone who’s spent many years doing martial arts, I can quite assume that I am ready to fight for environmental matters on campus.

Jeanne Decamps

Q. What is your name and what is the position that you are running for?

A. Hi, I’m Jeanne Decamps and I’m running for SPE.

Q. Why did you choose to run for this role? What makes you the best possible candidate for it?

A. I think the role it plays in student life is very important, especially when it comes to making sustainability accessible. One of the qualities that would perhaps set me apart is that I really want to integrate sustainability into student life, but specifically in a way that is accessible, so doing it casually in things you love, for example clothes or if you enjoy gardening you can do that, while not having it be too much of a commitment that it crosses over into your personal studies.

Q. What will be your top three priorities for next year?

A. My top 3 priorities is to plan events with more so a calendar in mind, that way for students it’s easier to integrate it into their very busy study lives, to have it be imbedded in what students love to do, and lastly would be to hear what students want from SPE and to see how SPE can change to meet those needs.

A. SPE should be for the students, and therefore student feedback should be very important in order to build a sustainable campus together.

Minh Tam Pham

Q. What is your name and what is the position that you are running for?

A. I’m Minh Tam and I’m running for SPE.

Q. Why did you choose to run for this role? What makes you the best possible candidate for it?

A. So I chose SPE because I love the environment. And, it starts from my hobby that I really love to travel and I really see that when I travel, there’s a lot of trash, there’s a lot of litter and a lot of people’s awareness of the environment is not there. So that’s why I’m here, advocating for the environment and that’s why I’m running for SPE. I think I’m the best candidate for SPE because I have a lot of experience in doing events, organizing events, and also advocating for SDGs before. And, also is that I have been in multiple student assos and I know how to work with young people, I know how to voice out people’s problems and that’s why I’m the best possible candidate for this role.

Q. What will be your top three priorities for next year?

A. My three priorities this year is sustainability, I want to create a campus with sustainability : compost bins and a lot of recycling actions. I want to be hands-on : where students can go to like local farm, students can plant their own trees, grow their own herbs at home, and I want to become more interactive. We will build a stronger community with stronger awareness and a stronger relationship with the environment.

A. To take away one thing from this interview, is that I really love the environment and I’m ready for any challenge that you can throw at me and I will be there for the environment and for you.

Q. What is your name and what is the position that you are running for?

A. Hi, my name is Nil and I’m running for SPE.

Q. Why did you choose to run for this role? What makes you the best possible candidate for it?

A. I’m running for SPE because I really enjoyed all the events that we had this year and I feel like the role that SPE has on our campus is very important as it promotes both sustainability but it’s also a way for us to bond together as a campus community. I am an ideal candidate for SPE because I know that it’s not just about protecting the environment but protecting the environment requires community.

So if you vote for me, we’ll have more fun as a campus and also have a more green campus.

Q. What will be your top three priorities for next year?

A. My top three priorities for SPE next year is firstly to make the current clubs more active and also include new clubs like scrapbooking so we can have more eco-friendly fun. Then, we’re going to have more events, from documentary watching to guest speakers so we can learn more about the environment, from natural disasters to environmental-related careers like climate policy. And then, my last priority is that we have more yard sales, more items swap events so we can all buy less and be more sustainable.

A. SPE is not just about sustainability, but also about having a more tight-knit and bonded community on campus. So, if you vote for me I’ll make sure we have a more green campus and a more fun campus.
